As an Escondido Police Department Chaplain for over 17 years, Joe has had the privilege to serve Escondido in moments of tragedy and crisis. Joe works with a wonderful team of chaplains that have been honored by Chief Craig Carter with the “Chief’s Special Recognition Award.” Joe is the recipient of the 2014 “Volunteer of the Year Award” from the Escondido Police Department.
Joe has served on the Escondido City Council since 2020. Prior to being elected to City Council, Joe served as a Planning Commissioner from 2017 to 2020 and as a Community Services Commissioner from 2014 to 2017. Joe has also served his community as a pastor for over 25 years.
Escondido has truly been a “City of Choice” for the Garcia family. This is the city that Joe and his wife Maria chose to raise their three children in. Joe has been a resident of Escondido for over 20 years.

Joe is the proud father of his three children - Heather, Joseph, and Rebekah. All three of Joe's children were born and raised in Escondido, each graduating from local schools. Joe’s two oldest, Heather and Joseph, graduated from Escondido Charter High School where they received a top‐notch education. Joe’s youngest, Rebekah graduated from Classical Academy High School, also in Escondido.
